In reply to your telegram No. 41 of yesterday's date, I should say that Mr. Bland, having to-day communicated to the Chinese his Corporation's refusal to accept Tien-tsin- Pukow terms, the Germans may, I fear, secure the loan at any moment by making an offer on those terms. I am, however, unable to say what their exact policy may be in

the matter.
